The SABIT Intern Program of the Albany-Tula Alliance
The Business and Economic Development Committee (BEDC) of the Albany-Tula Alliance was formed to provide training in the free market economy to Tula business people, and to facilitate beneficial economic development in Tula. Specific interests include trade support, and mentoring of Tulans by establishing training and exchange programs. Delegations from each region have included business people, scientists and engineers. These individuals have pursued opportunities for partnerships, importing and exporting, contracting, licensing and mutually profitable relationships of any kind. A key element our program has been the sponsorship of the U.S. Commerce Department's Special American Business Intern Training (SABIT) interns. Federal funds are provided to enable U.S. firms interested in sponsoring senior level business executives and scientists from the former Soviet Union with one to six month training internships that provide firsthand exposure to a market economy. Funding covers round trip transportation from the intern's home, and a modest allotment of spending money for the period of the internship. Interns benefit from practical training in such areas as strategic planning, corporate financing, accounting, product development, manufacturing, distribution, pricing, marketing, and human resource policy, all geared to a market economy. SABIT also provides opportunities for talented scientists and engineers to apply their skills to non-military research and development related directly to the products and processes of commercial industry; the fields of defense conversion, medical research and the environment are specifically cited. Managers and scientists return home with practical knowledge for transforming their enterprises, institutes and industry sectors to the free market system, and with a network of American colleagues and fellow SABIT interns for long term support. The Alliance identifies internship opportunities with Capital Region companies, and identifies candidate interns in Tula. We assist with the application process, facilitate housing and transportation for interns, provide spare time social and cultural opportunities, and if necessary supplement the federal funding. We have supported more than 20 internships to date, covering such topics as marketing of scientific products, health care delivery and hospital management, tourist business development, banking, telecommunications and Internet marketing techniques, craft sales, regional economic development, and furniture marketing.
