City of Albany, New York WHEREAS: The Albany-Tula Alliance was founded in 1992 by a group of citizens from the Capital Region as a sister city program; and WHEREAS: Many similarities have been identified between the Tula Region and our Capital Region. Both contain similar sized capital cities, important academic institutions, and locations on a river; and WHEREAS: The Albany-Tula Alliance has developed and maintained long-term economic, business, financial, technical, government, environmental, health, social, cultural and agricultural ties capturing the interest and commitment of the Capital Region; and WHEREAS: This liaison between the Capital Region and Tula has included our schools in an effort to promote friendship and cultural understanding among young people, thus the creation of the Art and Music Celebration; and WHEREAS: On this Tenth Anniversary, we celebrate ten years of this very special friendship we have with the people of Tula, Russia and ten years of student art exchanges. NOW, THEREFORE, I, Gerald D. Jennings, Mayor of the City of Albany, New York congratulate the founders of the Albany-Tula Alliance celebrating its 10th Anniversary and applaud past and present participants of the Art and Music Celebration. Coming ...Dozens of photos of the Alliance’s 2002 trip to Tula Tula Physicians Visit The Capital Region"Russian physicians get dose of U.S. medicine" headlined a feature article in the Times Union, a fitting description of a trip made by ten Russians to Albany under the auspices of the Albany-Tula Alliance from October 26th to November 3rd. Funded by the U.S. Library of Congress’ Open World Russian Leadership Program, eight participants from Tula accompanied by two facilitators who spoke English, the group was here to learn about the shaping of health policy at the local and state level involving public health and the delivery of health care in the Capital region. Participants included health policy framers from the Tula health department and legislature, a hospital administrator, and physicians who were chiefs of service in Tula hospitals in the fields of pediatrics, internal medicine, urology, nephrology, and obstetrics-gynecology. Day one included a visit to Parsons Child and Family Center learning about the treatment of children with emotional and behavior problems followed by a full afternoon at Albany Medical Center where the group learned from eminent specialists in their respective fields about newborn screening, emergency room problems, pediatric tertiary care centers, the inappropriate and overuse of antibiotics and other clinical topics. Several of the physicians witnessed the delivery of a baby while others spent time observing care at the Albany Medical Center emergency room. The following days were filled with trips to Sage College to learn about the training of allied health professionals; the Whitney M. Young Health Center; the social services and health committee of the Albany County Legislature, the Center for the Disabled, Northeast Health to learn about long term care and telemedicine, St. Peter’s Addiction Recovery Center, the Assembly Health Committee, Upper Hudson Planned Parenthood; the Albany County Health Department and the School of Public Health. Recreation included a trip to Lake George, Saratoga Springs and a performance of 2 Pianos, 4 Hands at Capital Rep. Alliance Board members played host to their Russian guests – Dr. Barbara Jancar-Webster; Dr. Harvey Bernard; Dr. Nina Reich; Charlotte Buchanan; and Mildred Shapiro – as well as Dr. Mary Applegate of the State Health Department. According to one of the guests, "The highlight of our trip was the warmth and graciousness extended to us by our American hosts. The bonding and friendships which developed here will continue, at least in cyberspace." Read the article in the Times Union.

September was a busy month for the Alliancewith a group of academic officials from Tula State University
visiting Albany, and a delegation from Albany participating
in a conference and other activities at the Pedagogical
University in Tula.
During the period of September 9th through the 24th, a group of senior academic officials from Tula visited Albany and the Hudson Valley, meeting with a wide range of officials, teachers, and students. The visitors were Dr. Irene Batanina (Dean of Humanities at Tula State University), Dr. Tatyana Tolstoukhina (Head of the Department of Law Studies, Tula State University), accompanied by Mikhail Kharlamov (Linguistics, Tula State University).

The Alliance has been deeply involved with the development
of an international conference in Tula, on the subject of
Non-Governmental Organizations (NGOs) in the life of a community.
Academic Honors for the Alliance's Founding ChairNovember 3rd was a day of great celebration in Tula, as the State University marked its 60th birthday with a wonderful combination of festivities and academic honors. Especially exciting for the Alliance was the awarding of an honorary doctorate degree to our Founding Chair, Charlotte Buchanan.

Much is happening in the area of Environmental Health within the Alliance. We are very happy to announce the publication of the very first textbook on Public Health ever produced in Russian. Co-authored by Health and Environment Committee member Elena Varavikova, the book is now available in Russian and will soon be sold in an English version as well. Press HERE for more information.

Click On a sad note, we have to report the death of our friend, Cosmonaut Yevgeniy V. Khrunov. Details of his passing are not available, but the Alliance is keenly aware of the great loss suffered by the several generations of Russians and Americans who saw in him a model for exploration, for adventure, for scientific research, and for peace.
